Drive in the middle of the road...

Is it official drive in the middle of the road day in Wales?  Or maybe it's just the twats are all out in force today.  Seriously, I've seen about five in a short drive over my mothers to take her over shopping, between these idiots and people out riding horses, it's a mad house out today.
